Found the error.
There are 2 mistakes
1.
Form1.artisiniri need to be
Form1.noticelimit
2. plus
<= Convert.ToInt16(Form1.noticelimit)
needs to be plus
>= Convert.ToInt16(Form1.noticelimit))
Because Form1.artisiniri points on the PlusLimit setting (textbox 11).
And Form1.noticelimit points on the PlusNotceAlt setting (textbox12)
