4.4 server problem

I setup a 4.4 server, ran it with no errors on the server files, but the 4.4 client cannot connect, I set my 3.8 client's rdmsys.dll file to 4.4 and it connected just fine, then it said installation was bad cause it was the wrong one of course, I'm using 127.0.0.1 as my ip, just want to try some things out.

Here's my 4.4 info.dll:

remove the 2nd count1=1 and the servers below it

Did that retried it and it didn't work, and the info.dll changed to:
