Unfortunately, we have experienced significant hard drive damage that requires urgent maintenance and rebuilding. Another question :P - Is there any way to make the Tier 4 skills have no delay?

I know how to 100 percent the other Tiers, but with Tier 4 I see nothing to make them have no delay. Is this possible? Thanks for reading.
