Yes its the same server files for ue3 and ue4 just need to change some settings.

I'm using a different server so the ip is different from what you set up. Try setting it up my way and change your ip

BNSR\Binaries\Win64\bnsr.exe /sesskey /launchbylauncher /LoginMode 2 /IP:172.16.130.188
(VM has that IP 192.168.200.128)

check the ip in vmware's windows and replace it with the client run file ip. Then ping the ip between the server and the client to see if there is a connection?
