can't drop Upgrade Core(Highest)

Help me plz
i setting my server with drop Upgrade Core(Highest)
but it drop Chaos Lamp (783) only

Drop editing can be a bit funny. Make sure you have UseWorldDrop=1 in WorldSvr_24_01.ini and don't set the drop amount too high. Experimenration is the key to getting balanced drops.

I setting worldSvr_24_01 and add UseWorldDrop=1 into it
and fix item drop Upgrade Core(Highest) to 100%

but after restart service
it drop lamp only

that is edited dropline in terain_world10.scp mean PF with Global Drop 4x and it works

Global Drop 4x (example 45) mean? The global rate in cons.scp? Correct me if i am wrong?
