Change start penya and sale price?

Where change start penya et sale price of item please? Sorry for my bad english, thank you.

If i remember correct there is another way to change starting penya by using Navicat . Go to your database then find Characters then click it then find Design Table then there should be penya or something then change it I cant remember :|
