how to change tax?

Unfortunately, we have experienced significant hard drive damage that requires urgent maintenance and rebuilding. do you mean change the deafault tax?
go to default.charclass
find this -> fDEFAULT_COMMISSION and adjust the value

default.charclass and mapslist.ini 
on mapslist.ini you can choose which maps are with tax and which are without tax.
these are the flags
