Changing Job Change Level

This time I'm attempting to change the level the 1st Job Change is at. I have already adjusted the

as well as changed multiple parts in Mover Param's

You must be registered to see links

by changing the cases of == 15 etc to 20.

However the EXP is still locking at level 15. How can I change this limit? Thank you!
