Coding on a Webtemplate.

Not sure if this is teh right section. Since theres coding section, and gfx section. Ill just post it here.

How do you code on a web template you design. Like, for example its all just one picture? How can you make it into different buttons?
Maybe I'm just a newb.

Any help?
