Creating own Maps.

Hello Guys, im kinda bored because there is nothing today.
And Somehow i want to creat own Maps for a KalOnline PServer ( Maybe ).
But i dont know how and what programms. i heard about KWE? But i dont know where to find it.
I Just want to know what Programm i actually need to creat a own Map / City or what ever.
I Dont want a Tutorial on "How To" I want to learn on my own! I just want the Programm thats needed for it.
