in 95% procentes stable, 5% unstable, this full mean from your microsoft library softvare (.net framework, visual redistruable libraries, account settings security), correct settings server files and scripts, and actions players in server. If you change anything from official relise server/cliant game next can will be crash or don't can be this. If players use bugs game next can will be crashes, if oftware microsoft libraries exist errors in files next can will be crashes. etc.

ping on server is norm it is 60-70 . but the cars don't work well,, ther are lagging. are there any solution?

This is normal, this is a problem of the game version itself and it cannot be fixed without access to the game's source code exe file.
