Description of Items

where can i find the description of all items or what file? (*.txt.txt/*.inc)

i think only the Name of the item is inside the propItem.txt.txt.

and IDS_PROPITEM_TXT_014783 is blank.

Then that item doesn't have a description. The line directly under each item would be its description.
So IDS_PROPITEM_TXT_014783 is IDS_PROPITEM_TXT_014782's description. Since it's empty, that means the item doesn't have a description.

It could also be in your SpecItem.txt or PropItem.txt
For example, I don't use Propitem.txt.txt anymore because I have it setup like this;

Red: Item Name
Green: Item Icon
Blue: Item Description
