Extended Skillbars

Could someone explain me step by step how i can extend slots in skillbar like that:

And how can i extend skill slots in skill window?

P.S 7-9 and F9-F12 hotkey works only when you click at them, doesnt work when you use the button on the keyboard

Tho it would be still useful to know how to extend them
