Fail Rumor!

This has been my problem for many years.
I can't get the fail rumor to work on server.
Anyone figured it out how to have it?

I meab I already know how to, I just want to know how you guys did it.
I only touched 3 files.

Actually only one file is needed to be modified, I touched 3 files because I already modified it before.
Its in chat.lua find the array index where PropBuildFails is postioned. Change the value to your desire.
This is the cooldown of the media in seconds. -1 means disabling the media
