German "Umlaute" .pak extract

Hi at all,
i have a problem inside the Aion classic client with German l10n.

after extracting all .pak files i can read the German "Umlaute" (ä,ü,ö as example)
But the Client cant read it correct, html all if fine inside quests.

Abysswächter-Schwert as example is display incorrect, im confused. On other clients (like 3.9) all is fine and all is displayed correct.

You just need to save the files with the item strings in a different encoding, try utf-16 or ansi

Ive tried it.
Looks like some ' are different, im confused.
The classic 2.5 EU Client need the &apos: instead of '
Some are translated after Decoding correct, some not -.- this is so weird.
So also the ENG l10n is broken in a weird way now.
I simply did a regex:

(<body>.*)['](.*</body>)

and replace with

(\1)'(\2)

Im a bit confused now.
