I haven't modified them, maybe try installing Chinese language pack, reboot and try again.

That login server has the version check disabled. All of the servers are recompiled with debugging enabled. You only need the loginserver, db server, and the gameserver. Start in that order. You still need a working database. The one that is included is for the old version. You need to update the username and password.

I haven't looked into them.

I think emulator because real server files sources are very rare indeed.
I had real sourcecode of Grand Chase client and server from someone but he hacked KOG Studios.
Chances very low that this is real server files but emulator is good, maybe even better because of customalization for programmers.
