Open C:/Windows/php.ini file

Look for : ;extension=php_pdo_pgsql.dll
Change to : extension=php_pdo_pgsql.dll

Save it.

Restart PC or Apache

(not a reply) thanks a lot for the guide but im having a problem with the very last part... when i click the second green arrow it gives me an error message below... is that supposed to happen? if not, how do i get it to work? thanks...
