i dont think anyone really cares for being a GM.

i know how **** some of the tutorials are; written very much in technical terms if youre only just starting out, it can be a bit confusing.
i just went to look for the thread some nice guy posted up for helping people just like you, and this sort of thing, but i dont seem to see it anymore.
maybe he took it down..
makes sense, he was being flamed by the pros.

like i cannot put my wan ip for the server because it will not start up the files

Try using 127.0.0.1 for the ip. It's probably a problem with how you set it up, not the wan ip itself

A well written website keeps its configuration in one file and explains the config options either in a readme or on the release thread it came from.

Use Dell Honne's guide for setting up the files.

And you need to enable the mssql extention in php.ini
