Try using another PHP/APACHE installer

I used phptriad.
Its quite easy and quick.

Install then edit the httpd.conf. To remove the ; infront of phpmssql.dll

btw this is done right that dll is in that exact dir
C:/Program Files/Apache Group/Apache2/modules/PHP/php4apache2.dll

put php4ts.dll in your system32 folder
