[Help Needed] Can These Rosh/Karos Files Work as a Local Server?

I found these possible server files for Rosh Online (Karos/Axeso5, 2021):

• To view the content, you need to sign in or register
• To view the content, you need to sign in or register

What I need:
A simple local server emulator that can:

1. Run on my PC
2. Let my client connect (I have the 2021 client)
3. Allow basic login/play (no full gameplay systems needed)

Not looking for:

• A big project
• Paid developers
• Long-term support

Just want to know:

1. Are these files usable at all? (Or are they junk?)
2. What’s the bare minimum needed to make them work?
3. Has anyone gotten these running before?

If you’ve messed with Rosh/Karos server stuff before, hit me up. Even basic advice helps.

There are no server files and it takes a lot of time. Those files are from my karos axeso5 project. I'm still working on them, but there's still a long way to go.

Hello, I don’t speak English so I’m using a translator. Do you know if there’s any tutorial on how to create a local server? I’m not trying to make a private server or anything like that — it’s just that I played Karos for many years and wanted to create a repository of all its content on a channel, so that if one day no servers exist anymore, everything will still be preserved in videos. It’s my way of giving something back to my first MMORPG. Thank you very much for reading.
