How to allow nicknames and brigade names in other languages like Russian?

You'd have to go from MBSC to Unicode (char -> wchar_t) what regards character names / nicks etc. This includes changing a load of packets, adjusting the name validation logic (I believe it's inside CAtumSJ), adjusting the input system on the client side, and a lot of packet handlers left and right.

Find what's related to CHARACTER::CharacterName/Nick and update it.
