What ISP do you have friend? Some block connections like that on your connection. (Port 80/8080)

Is '/31' of a target IP necessary?

Well I looked at a guide I forgot its link ._. and it told me that my h64odw modem must use 31. Or else it will be a different port for example 7575-7535. Also... my port-forwarding is auto-write on my port... So I have to type longer like 7575-7575.....7576-7576... I can't write 7575-7594 because it's auto.



Also Port 80 is tested and it's in used

Your ISP most likely does not allow portforwarding then. Also, you should really learn proper terminology when it comes to debugging things like this.

You could have avoided many days of not doing anything by spending a few bucks and renting a Windows VPS.
