How can I create new quests for my DBO server?

I haven't tried it myself, nor have I looked into Quests much, but I think your best bet would be trying to make use of the TSTool to get the .ts files from the client (the .ts files contain all quest information, if memory serves). Someone on here compiled it years ago and shared it and it should work with both TW and 2.0.
