How do I make a program say stuff. I mainly want it to be like those little black boxes windows pop up and just says stuff. I wanna scare some friends

Well there are a thousand and one ways of doing that all depending on the language your using.

for example:

//in C
printf("hello world");

//in C++
cout <<"hello world";

//in java
System.out.print("hello world");

All outputs the same but in different languages

C++/C needs a compiler, google it

Or you can use MS VS and create a C# console program. Then just look at some C# tutorials on how to do it =\
