Mages/Rangers Shield PT

hello i´m searching and trying like hell but cann ´t find anything =D
anybody here know how to change Max Shield PT for mages/rangers to like 66 ? so they can wear max lvl 45 shield , i ´m lost here and need help ^^ any query or something ? thanks alot

someone says you need to edit it in zoneserver or client maybe,
nova if i'm not wrong...

you need to edit character.edf and the mastery limit dat file
