I don't see any conditions for increasing the rank

as i see CalculateVal count on PkWin should i change it to PKScore ?

CalcucateVal is condition for changed rank.

Follow dwpkwin or my wMMR on my displayname and then u should making variable count for collect from user data to your dwpkwin

If you making new dwpkwin u should load it from database like dwpkscore try to follow that
