Please help : zoneserver strs

Hey, can someone lend me a hand? I'm really keen on tweaking the upgrade rates, but I've been hunting high and low for the zoneserver.strs file with no luck. Most of the links I've found are dead or something. I'm kinda lost on how to make strs files even after watching a bunch of tutorials If any of you have it, could you please share it with me? I'd be super grateful
