Port Forward :: Connection refused

I am having trouble opening my port 23000, 28000, and 15400.

I opened the ports and all and 80 is open and ready to go according to canyouseeme.org but the other three just keep saying that the connection is refused. I have disabled the firewalls on both my router and dedicated server. I had a server a while back and had no issues before. Not sure what going on this time.

When I tried making a test-server online, I came across the same problems. When it says that the connection is refused, it can't access anything that's running on that port.

What happens when you do not have your flyff server on, and you're not using port 23000:
CanYouSeeMe -> 23000 -> ...
Nothing is using port 23000, CanYouSeeMe will report back that the connection is refused, because there's nothing that could accept the connection CanYouSeeMe is trying to make.
CanYouSeeMe -> 23000 -> YourFlyffServer
As you can see here, CanYouSeeMe reached the flyff server behind 23000 and reports back to you.

Start up the executables from your flyff server and then try CanYouSeeMe again. If I'm not mistaking (I have very little knowledge when it comes to networking, so please excuse any mistakes I made) it should now see the open ports.

If you have issues with not being able to connect, but the ports are open, make sure no other program is using those ports. I've had issues with WampServer/XAMPP because I temporarely set the apache port to be 15400 (for testing purposes, forgot to switch them back to port 80), which caused problems with the accountserver/cacheserver (not sure which one it was exactly that uses 15400) as those were also trying to use the port.
