Unfortunately, we have experienced significant hard drive damage that requires urgent maintenance and rebuilding. They seem to be for changing the levels of monster/NPC's not player characters.
I do have tool for changing player levels, but it is old and character file structures have changed over teh years.
Give it a shot anyway.

Yes, this tool helps with NPC, maps, and monsters and items.I need it to edit monsters and drops.The link you provided is not working for me.
