Problem with Launcher! Help dear developers!

there is such a problem that when main.exe is launched, the launcher does not update or recheck the files. that is, when you want to open a second window, the launcher stops checking the files and thus you can easily replace the files!

Tell me how this problem can be solved?
 
Find another launcher I guess.

Replacing the files can't be done while the game is already launched cause the files are loaded in memory, so it would mean that the new files would need to be reloaded into memory which would lead to undefined behaviour of the game client and most likely it would crash.

There is such a file as item.bmd if you make a replacement for it, it turns out that you can increase your speed and as much as you want .. and this does not interfere with the launch of the 2nd window, it launches without problems .. and therefore you need a launcher that will constantly recheck the files and launch only with its own file

I don't think that's true. Attack Speed is calculated from your Item.txt on server side, in your GameServer and your GameServer should calculate your speeds, not your client. Visually, yes, only the client does the animation speed.
I can change anything from a client and it will be just a change in visual animations, for me, not for other characters around.
You most likely need an anti-hack system to prevent other types of hacks, such as changing game clock speed, that's totally different, which is increasing the data packet send rate and the GS knows that your client is having a speed hack.

Tested and it's only visual attack speed cause the client is using Item.bmd to calculate the attack speed for animations. Damage is still calculated server-side using the attack speed of Item.txt of the server.

You can always add a hack log. Enable the WriteHackLog in GameServerInfo - Common config file. (In GameServer it will create a HACK LOG file)

Enable the Hack Check for Speed too:
WriteHackLog = 1
CheckSpeedHack = 1
CheckSpeedHackTolerance = 0

Tolerance, here you must calibrate it according to your needs.
