Problem with skills

useitem_data.csv is where the problem lies i think. I used useitem_data.csv v151. I cant learn any skill. but if i use the oldest csv it works but i cant max some skills and the skill are totally jumbled up. for example: im buffing hustle charm its gives me attack power. I would love to edit this myself but not sure how to. if someone could explain to me the editing and comparison of the useitem_data.csv i would be so glad to guide everyone who has a server problem. because this is the only problem i have right now eveyrthing else is fine. i already have all the tools to edit but not sure what im looking at and which one to edit. please my friends i would like to help you guys who has problems too. i just need to fix this one first driving me crazy . lol
aND. Flik and Kanjiro have been the greatest help in my server development thanks my friends.

Anyway im using client v151 and rev_80 osrose

Edit: ive attached a printscreen of the 2 csv's top is the latest csv bottom is the oldest csv. again the top csv doesnt let me learn even 1 skil. the old 1 lest me learn but not all can be maxed. And if i use them some are jumbled up. i tried buffing.

Ok i fixed all skills can learn all max....but now i used some buff example valkyrie charm it doesnt do anything and bonfire. the rest are ok any help guys? i just need to know which one to edit. is it the useitem.csv or stb or anything to do wiht sql?.

Heres the learning skill bug:
i compared the skills_data.csv to skills_data.sql they dont match, so i edited everything one by one to match it. The edited csv is then exported to txt then to sql --skill_data.sql--execute batch file in navicat.
that fixed the learning skill bug.
 
is the program to change your stb's to csv's.

are the csv for the narose client v 152.
