Question about Drop

Having so little small problems here

in the drop_data
if i change the max level 250

the monster only drop is zuly scroll and even though drop rate is 3k It drops only zuly

but when I stays like the original

the drop is fine...... droping elven hats, +3 weapons its working

what can i do even if the monster is gray they will drop items :technolog
