WCIS Command Creator is a program.. Which well, makes commands!

I saw Daneys one and you had to change $ To "

So with the Chr code RascaL/MannaZ gave me I basiclly remade it from scratch fixing that error

EDIT 1: There is one thing you could do if you do a V2, make it so maybe only certain ranks can do it:

EG:

In InStr(ToSay, ":skillz") = 1 And InStr(ReadINI("ranks", "speech_cmd", DBP & "ranks\" & Client(Index).Rank & ".ini"), ",skillz")

But it is still good!
