[Release] 2019 Server files(cert bypassed)

I have bypassed the encryption of the .cert files.
unfortunately the gamedaemon crash when it finish to load the data and we don't have a compatible client.

Client version 348.8349(i think a version close to this should works) the gamedaemon compilation date is 2019-10-25.
