[Release] Element's GM Handbook V4

I know there are alot of these, so please don't flame.
I've updated commands, added the new monsters and maps for v0.59, Timeless Weapons, the new scrolls,
the new chairs,Even the new throwing star ID! I've also organized it more!
Included are some recommended maps for things like an awesome Jail, and a jump quest event guide ^^.
