It isn't. I fixed MonsterExp too. It was quite easy and I know why it messed up now.
Anyways I have a fixed version in the SVN.

lol ok but i fixed the stuff thast was mess in the version you post cuz i found bug like npc dissapear sometime and boss don't give exp

actually I looked at the edit dates of this repack, only GMCommand.java was edited since the repack's release.
So you added commands.
