Adobe Animate, technically you can open .as files in any text editor as its just ActionScript.

You will want to work with the .fla files in Adobe Animate, Animate has a built in text editor for editing .as files (granted, its not the best)

It isn't exactly "animation" as you would think, I mean there is animating involved if you need, however a lot of it is simply positioning and referencing. Its how the UI is built. I can't find any tutorials that are any good, but I learned by just messing around with stuff, try editing things, try making new objects, try different things until you figure it out. Thats what I did.
