[Release] LOC extractor/compiler + client version tool

Googling a little, I've found some tools:

* loc extractor / compiler (used to localize the game). - tested, working fine.
* client version checker (probably to check/change client version) - not tested.

loc.extractor can extract .pack files? or we don't have pak extractor yet? i want to extract characters.pak from Allods Online\data\Packs client.

pak files are just ZIP files.
