I remember hearing some where that qonquer wount let out its server emulator until TQ threatens them or something.

hmm if qonquer is a good private server, it will release its server files . Unless TQ gives them money not to release the files

why?
if they would there would be hundreds cq servers like mu or any other game

its tq and it is a good server but it uses different code language
so there would be no use for the server files unless u have a converter
or the source for that code
