Setting a lvl cap

I have a 2.2.3.2 server. What I want to do is set the lvl cap to 50 and increase it slowly to 65 when I feel like it. I've search about changing the lvl cap here but those solutions seem far more complicated than what I'm seeking. What would be the best way to do this?

edit your max level on database... and reconfig exp.dat on serverside... and reconfig character.edf in client side

Hex them and remove any thing below level 50 so 51-66.

For summons hex your zone and set the max level to 50 to stop any future errors.
