Setup Server without Fix IP

I talk with my friends, and one say's me.. i can make one wihout IP Fix and other say this not possible..

Question:
I can make one A3 server with no ip-fix?

You need to use a Fixed IP. You cannot use a NO-IP DNS.

Fixed IP I say my dynamic IP (WAN)
