Tera Portable Server v92.04

[Electrical76]

Requirement:
The game must be contained in a single archive, and when extracted, it can work ANYWHERE, ANYTIME, WITH or "WITHOUT" internet connection, that is complete control over the server and I can spawn anything or enforce any rules within the server.

I want to know if this is possible and if it is, then I will financially support anyone willing to do it, no matter how long it takes. I await for more information about it, thank you !

I think it's possible

You cannot do this out of the box, there are few things to be installed, sql server for instance.
