What's the best exploit-free CMS with a cool design and working features?

Haven't seen a CMS like you said.... But I'm coding a good CMS atm which is Exploit-Free + Awesome/Good Looking Layout + Good Addons.

RevCMS is exploit free but it hasn't been updated in a while. You can find many add-ons & plugins & themes for RevCMS.

I'd say use RevCMS until HabboCMS is out.

UberCMS 2.0 is also secure. Just remove the two backdoors Jonteh put in then you're safe

RevCMS = Old, not much control over your hotel, easy to setup.

Uber = Developers paradise, good control over the hotel (once everything has been setup correctly), but setup is complicated in comparison with Rev but nothing the average PHP coder can't manage.

IMO Uber + Butterfly Emu works like a dream.
