What you mean ? If your elf have full agility and no infinity arrows it`s normal to out of arrows very quick ... or ? Explain because i don`t undestand your problem.

SCFData is from other repacks. You are using other files.
The arrows depleting fast is normal for elves. Elf really must have and use Infinity Arrows skill, otherwise, it's a nightmare.
