Yes a released guide, I accidently put this in the wrong section >.>
Ayways, onward...
First go to
Once you are signed up and confirmed, log-in and go to your members area. On the left side column, click Host/Redirects, then click Add.
From there, pick a 3 letter host name, such as lol.hopto.org
or lol.zapto.org. Why 3 letters? For 2 reasons, anything more has a hard time fitting inside localhost, and i have noticed that longer hostnames tend to give some werid error (such as the could not connect one).
Te rest of the settings are as follows:
Once that info is filled out, scroll down and click "Create Host".
Now just go to your localhost, find your last ip that you entered, or 127.0.0.1, and change it to the hostname (***.hopto/zapto.org).
Good Job! Now your server will run on a dynamic IP, but, we aren't done yet.
Has your IP changed since the time you added that host?
Go back to No-Ip, log in, click on "Manage", click "Modify" on the correct row, and from there just change your IP, nothing else. Since your localhost already has the hostname, it will not need to be changed.

Pictures can be added, but I really don't think they are needed.
