You'll somehow have to get all the data - Program Name, Channel, Time, after that its easy as pie.

I have however no idea how to get all that data, I doubt there's a public database somewhere.. You could read their website and copy the content I suppose, but that would make your website rather laggy I deem..

They probably make their own private database, or get direct feeds from the TV stations.

That's just a database (MySQL probably) combined with dynamic page generation using server-side-scripting (PHP?)
