Upgrading not working

Hi guys,

Need your help. Can't find the correct thread for my concern. So I'm having issues upgrading items. For example, UCL is not working on low level items like Shadow Steel armors and below, even UCM or UCH doesn't work. The only core that is working is UCHH. How to fix this? I tried changing the enchant grade on item dec and item scp. But still nothing, probably I'm doing it wrong. Please help. Thank you!!!

Which files are you using, if that happens to be a public release from within ragezone?
Some seem to have made adjustments to the grades of the gear to make use of different cores for whatever funny reason.
