Is there a way to change the border? To make it look funky?

You could make a frame less form and make a UI in P/PS/FW/PSP etc and then just use it as images on the form.

I mean like something like what ThievingSix makes like what he did on his MRS Unpacker

That could just be the theme he/she uses?
But anyway you can do this just by making a UI in Photoshop or Fireworks and slicing it and using the image tool in VB9.
