Have you tried to lower the time until someone gets disconnected if there has not been a response from the client due the network being cut off?

Is there any file on the server that controls or sets this response time?

Have you tried looking into the .ini files, such as (but not limited to) WorldSvr_xx_xx.ini?

Referring to (that should be the default value):
"NoResponseTimeout=180000"
