heyy guys, i'm just wondering is it possible to design a website in visual basic then move it over to webmatrix?

You mean ASP.Net right? You can use Visual Basic to make your ASP.Net pages, you can't design a website in Visual Basic. You can design a website in Photoshop or any other preferred graphics program to give you a visually representation of your website. Once you it you can start creating the CSS & html in your preferred text-editor program.

You should check out this video, it's not a tutorial but more a informative video on how the modern web designer works.
